Goods not subject to exchange or return

Under Article 9 of the Law of Ukraine “On Consumer Rights Protection”, the consumer has the right to exchange a non-food product of proper quality for a similar one from the seller from whom it was purchased if the product does not suit them in shape, dimensions, style, colour or size, or cannot be used for its intended purpose for other reasons.

Goods are exchanged within 14 days from the moment they are handed over to the consumer, not counting the day of purchase, unless a longer period has been announced by the seller. An exchange is made if the goods have not been used and their marketable appearance, consumer properties, seals and labels, as well as the payment document issued by the seller together with the goods, have been preserved.

If, at the time of exchange, no similar goods are available for sale, the consumer has the right, at their own choice, to:

• purchase any other product from the available range with a corresponding recalculation of the price;
• terminate the sale and purchase contract and get their money back;
• exchange the goods for similar ones as soon as the relevant goods are next available for sale (the seller must notify the consumer when the goods arrive).

In accordance with Resolution of the Cabinet of Ministers of Ukraine No. 172 of 19 March 1994 “On the Implementation of Certain Provisions of the Law of Ukraine ‘On Consumer Rights Protection’”, the List of goods of proper quality that are not subject to exchange (return) has been approved.

Goods of proper quality that are not subject to exchange or return include:

1. Food products.
2. Medicinal products.
3. Sanitary and hygiene items.
4. Photographic films, photographic plates, photographic paper.
5. Corsetry.
6. Perfumery and cosmetic products.
7. Feather and down products.
8. Children’s soft toys.
9. Children’s inflatable rubber toys.
10. Toothbrushes.
11. Mouthpieces.
12. Razors.
13. Shaving brushes.
14. Combs, hair combs and massage brushes.
15. Mutes (for wind musical instruments).
16. Violin chinrests.
17. Gloves.
18. Fabrics.
19. Tulle, curtain and lace fabrics.
20. Carpeting sold by the metre.
21. Underwear.
22. Bed linen.
23. Hosiery.
24. Goods in aerosol packaging.
25. Printed publications.
26. Long and sheet rolled metal, pipe products, sawn timber, mouldings (skirting boards, architraves), board materials (fibreboard and chipboard, plywood) and glass cut or cut out to a size specified by the buyer (customer).
27. Audio and video cassettes, recorded discs for laser reading systems.
28. Products made of natural and artificial hair (wigs).
29. Goods for infants (swaddling cloths, dummies, feeding bottles, etc.).
30. Manicure and pedicure instruments (scissors, nail files, etc.).
31. Jewellery made of precious metals, precious stones, organogenic precious stones and semi-precious stones.

The list of goods that are not subject to exchange (return) is exhaustive.

The restrictions of this list apply only to goods of proper quality. If defects are found in the goods, the consumer has the rights provided for by Article 8 of the Law of Ukraine “On Consumer Rights Protection”, regardless of whether the goods are on the list.

Note. The information is valid as of 02.10.2026. The new Law of Ukraine “On Consumer Rights Protection” No. 3153-IX of 10.06.2023 will fully enter into force after martial law is terminated or lifted. After that, CMU Resolution No. 172 is expected to be declared invalid, and the list of goods that are not subject to exchange (return) will be changed.
